Flue terminals must maintain minimum clearances from openings, boundaries, adjacent surfaces, other terminals and ground level. Those distances frequently determine where a boiler can be installed, and plume from a condensing appliance is a separate consideration again.
Why the clearances exist
A flue terminal discharges combustion products – carbon dioxide, water vapour, and small quantities of other products of combustion. The clearance requirements exist so that those products disperse into open air rather than:
- Re-entering the building through a window, door, air vent or airbrick.
- Entering a neighbouring building across a boundary.
- Being drawn back into the boiler’s own air intake, which causes the appliance to run on its own exhaust – a condition that degrades combustion and eventually produces carbon monoxide.
- Impinging on a surface that could be damaged, or that reflects the plume back.
- Discharging where people walk, at a height where they meet it.
They are set out in the Gas Safety (Installation and Use) Regulations framework and in the relevant standards and manufacturer instructions, and manufacturer instructions take precedence where they are more onerous.
What the terminal must be clear of

The standards give general minimum distances; the appliance manufacturer’s instructions give the ones that apply to that specific boiler, and where they are more onerous they take precedence. An installation that meets the general standard but not the manufacturer’s instruction is not correctly installed.
Plume, which is a separate problem
A condensing boiler cools its flue gases enough to condense much of the water vapour, and what leaves the terminal is saturated. In cold weather that produces a visible plume of condensing water vapour – sometimes a substantial one.
It is not dangerous and it is frequently a nuisance:
- Across a path or a doorway, where people walk through it.
- Onto a neighbouring property, which is the most common cause of complaint.
- Against a wall or a fence, where repeated wetting causes staining, moss growth and frost damage.
- Across a window, obscuring it and causing staining.
- Into a confined side passage, where it hangs rather than dispersing.
Plume management kits exist for exactly this: a duct that redirects the plume upward or to one side, away from the problem. They are a legitimate and common solution, they add cost, and they have their own routing and clearance requirements. They should be designed in at survey where the position suggests they will be needed, rather than fitted after a complaint.
A note on neighbours: a plume discharging into a neighbour’s property is a frequent source of dispute, and it is much easier to resolve at installation than afterwards. If the only available terminal position faces a neighbour’s window across a narrow gap, it is worth raising before the work rather than after.
Why this constrains the boiler position
The practical consequence is worth stating plainly: the set of positions where a flue can legally and sensibly terminate is frequently much smaller than the set of positions where a boiler would physically fit.
- A kitchen with windows on the only external wall may have no compliant terminal position at all on that wall.
- A terraced house with a narrow side passage may have boundary clearance problems.
- A boiler in an internal cupboard needs a flue route to an external wall or roof, and that route has length and bend limits of its own.
- Roof terminals are an alternative where wall positions do not work, with their own clearance requirements to ridges, adjacent structures and other terminals.
- Flue length and bends are limited. Every appliance specifies a maximum flue length, reduced by each bend, and exceeding it affects combustion.
- Inspection hatches are required where a concealed flue passes through a void, so somebody can verify the joints. Retrofitting them after a ceiling is closed is disruptive.
So the sequence at survey is: establish the possible terminal positions first, then work backwards to where the boiler can go. Doing it the other way round is how a job discovers on the day that the plan does not work.
Concealed flues and inspection hatches
Where a flue runs through a void – a ceiling, a riser, a boxed-in duct – its joints cannot be inspected without access. A flue joint that separates in a void discharges combustion products into the building, and nobody sees it.
The requirement is for inspection hatches at intervals along a concealed flue, positioned so every joint can be seen. This became a significant issue when the industry recognised how many concealed flues had no access at all, and appliances in properties with inaccessible concealed flues can be classified At Risk until hatches are fitted.
If you have a boiler whose flue disappears into a ceiling with no visible hatches, it is worth raising at your next service.
Practical points
- Do not build anything near a flue terminal without checking. A new porch, conservatory, carport, extension, fence or even a tall hedge can turn a compliant terminal into a non-compliant one without anybody touching the boiler.
- Do not box in or enclose a terminal, for appearance or to reduce noise.
- Keep it clear of obstructions – stacked garden furniture, bins, a trellis, climbing plants.
- Check it after snow, which can block a low terminal entirely and shut the boiler down.
- Birds nest in and near terminals, particularly in spring. A guard is inexpensive.
- If a neighbour complains about plume, treat it seriously and early. Plume management is far cheaper than a dispute.

A concealed flue needs inspection hatches so every joint can be seen. Without them the joints cannot be verified, and a separated joint in a void discharges into the building. It is worth raising at your next service.
Can I build a conservatory where my flue terminates?
Not without resolving the flue. Enclosing a terminal removes the open air it needs to discharge into. It is one of the more common ways a compliant installation becomes non-compliant.
